Rahul Khare, MD is the founder and was an emergency physician at Northwestern Memorial Hospital for the last 10 years. He was Associate Professor at Northwestern University. He completed his Master’s in Science in Clinical Investigation from Northwestern University, and did his Emergency Medicine Residency at the University of Michigan. Prior to this, he did two years of General Surgery Residency at Fairview Hospital at the Cleveland Clinic. Most importantly, while at Northwestern University he received over $700,000 in federal grants to evaluate how to improve healthcare. It was here that Dr. Khare thought about different ways to give high quality healthcare and how to keep people out of the Emergency Department, lowering costs and giving a higher quality of care. That’s where Innovative Express Care was born.
I know you want to know the cost:
- Doctor visit #1* – We take these medical insurances.
- Doctor visit #2*
- Illinois Application Fee (Illinois charges you $305 or $155 if you are on disability – this is good for 3 years).
- Fingerprinting and background check $65
*If we do not take your insurance, you qualify for the Simple Plan, which is $150 per visit. Normally, a patient-physician relationship takes at least 2 visits, however there are cases that may take longer. This is determined by the physician on a case-by-case basis.
The total cost to get an Illinois Medical Card here in Illinois depends on your insurance, but not including doctor’s fees: $370 ($305 for Illinois certification and $65 for background check) or $220 if you are on disability. We understand this is expensive, but to our knowledge, we are the only office that helps you with your application and takes insurance for your physician certification.
By the way, this is a one-stop-shop for you to get your application sent to the Illinois Department of Public Health. It is also the most cost efficient. WE TAKE MOST COMMERCIAL INSURANCES.

Dr. Scott D. Segal is a North Miami Medical Marijuana Doctor
Dr. Segal provides qualifying patients in the North Miami area with medical marijuana evaluations and recommendations to treat their debilitating conditions. Taking the time to connect with his patients and understand their concerns, Dr. Segal is committed to helping Miami patients use alternative treatments to regain their quality of life.

With more than twenty years practicing medicine, he works at several hospitals in the North Miami area, including the Aventura Hospital and Medical Center and the Broward Health Medical Center. Seeking an alternative, Dr. Segal discovered that medical marijuana had clinical evidence of helping individuals with anxiety or depression. When Florida legalized the limited use of medical marijuana for certain debilitating conditions, the doctor decided to include medical cannabis evaluations and recommendations as a part of his psychiatric practice. At his different locations, Dr. Segal offers medical cannabis evaluations and recommendations to patients following a three-month bona fide patient-doctor relationship, as required by Florida’s medical marijuana laws.
